Abstract
The Majlis Perbandaran Johor Bahru Structure Plan (1985) and the amended Majlis Bandaraya Johor Bahru Structure Plan ( 1997) had identified planning issues relating to primary schools in the city of Johor Bahru. Amongst the issues were the shortage of primary schools which has given rise to overcrowding in classrooms. Consequently. children were forced to enrol in schools which are located further away from their homes. The land-uses surrounding the schools were also found to be incompatible with thl! school environment. Hence, the dislocation of schools has affected the learning environment and the safety of school going children. The human settlement concept introduced in the Fourth Malaysia Plan (1981), saw the beginings of planned settlement of housing estates. One of the facilities that must be provided in housing estates is primary school. The provision of site for primary schools has been subjected to the planning criteria in the Manual of Planning Standards (1986). The local authority is responsible for ensuring the provision of primary school sites in the housing layout plan before "planning approval" is issued to developers. This research aims to ascertain whether physical planning issues relating to primary schools prevail in planned settlement such as housing estates. The case study consisted of 15 primary schools, which are in operation and 8 primary schools, which are under construction. These primary schools are located in housing estates within Johor Bahru City Council. A sample of 400 respondents consisting of parents or guardians of school going children and 15 school principals were selected. The study found that there were primary schools located close to elements such as major roads of width 18 metres or more, main Tenaga National Berhad substation, oxidation ponds, shopping complexes and railway lines. The presence of these elements are dangerous to the children's safety and has undermined the learning environment. Apart from servicing a catchment area of IO kilometer radii. the schools bad also service children from adjacent housing areas. h was also found that the catchment area for the schools had exceeded the established standard of 1 primary school to 7,500 population. A majority of the schools are on sites less than the established planning standard of2.4 hectares. The findings of this research had concluded that planning issues prevail in planning for primary schools in housing estates. Hence, this indicates that planning standards are not wholly implemented by the local authorities during the planning decision making process.
