Abstract
The obedience of citizens to the ruler concept is an important issue which is seldom discussed deeply by ulama even though it has its own position in Islam. This concept is very imperative to be researched in a country because of the laws which is related closely with citizens, ruler and governance. In other words, the law of giving obedience to the ruler is related intimately with the attribute of leadership and governance, while the law is related to the citizens and ruler. Other than the big position of the law from the clarification of al-Quran and al-hadith, it also is very significant commencing of its big impact to the government and muslim community. This research also is significant because of the tough and complicated resolution of its questions. It is because of the variety of ulama’s views with the large and various space of its discussion’s field. In Malaysia, there is no strong effort to explain this obedience concept meanwhile the majority of Malaysia citizens are Muslims. So, this research attempt to explain the obedience of citizens concept to the ruler of Malaysia in the sight of Islam by judging it from the teaching of Quran and Hadith, views of ulama and condition in Malaysia.
