Abstract
The development with involvement of the social is not a new way but it has been customized since tong in rural life throughout Indonesia. However, the life in the city based upon modern culture, in though it is not known well, so that the suitable thing is the rural concept. This proved that a popular move "marsipature hutanabe" in North Sumatra and "manunggal sakato" in West Sumatra are relevant to that concept. Both rooted with a cooperative life concept but in practicing it conducted bases models well applied locality. This research tries to know the social participation patterns of urban people in the activity developing for superstructure of urban bases upon participation concept. It is important to know the types of participation of the local society according to the their habits and the peoples capability. The three groups of the people must differ in the case of their characteristics though they are living in the same region. The result of the research becomes more essential, mainly on autonomy era where local power is the base for the development in socialistic. Therefore, the essential thing of this research for local government in various hierarchy is on the context of the adjustment for those local powers.
