Abstract
This paper is mainly concerned with the institutions in developing Commonwealth countries where universities have established undergraduate education and as yet do not have a separate institutional arrangement for postgraduate education. The features of the higher education were studied and Prof. Ungku Aziz has proposed five reasons why there is a need for a postgraduate center. However, the postgraduate center should be separated from the undergraduate center for better its administration work and finance affairs.
