Abstract
The purpose of this paper is to discuss some significant concepts of external assistance for agricultural education in the developing countries. The scope of this paper has been specifically oriented to the point of view of a recipient of external assistance. This paper has been divided into three parts, which consists of the introduction; the forms, objectives and modes of aid; as well as the conclusion that attempts to bring together the essential features of a model aid program that would have a sustained effect on agricultural education. There are several forms of aid. It can be in the form of funds, equipment, affiliations between institutions, manpower etc. The program involves planners, administrators, teachers or experts, donors, as well as local workers who assist in carrying on the practical works or research. Every aid program, whatever its form may be, should have its own aim of establishing something so that it can be wholly taken care of by the recipient after a certain phase in the implementation progress. However, there are always challenges in every phase of the program, no matter it involves manpower, machine or funds. Thus, it is essential to find a balance in between teaching, research and extension or between natural science and social science or between theoretical subjects and practical or technical subjects. As a conclusion, there are several aspects needed to be taken into consideration before starting a project with aid, 1) the objective of the aids, 2) the forms of aids, 3) the aspects of salaries, fees or other remuneration for experts and trainees, 4) provision for experts or trainees to be withdrawn if they fail to comply with the aims of the program, 5) provision for joint research program, 6) evaluation of the program, and lastly 7) provision for interpretation, extension, renewal or termination of the agreement. If every aim are clear and the executions are well organized, then it stands a great chance to succeed in the program.
