Abstract

The objective of this study was to evaluate the existence of staff leadership capacity and school leadership capacity in two schools, considered to be effective by the District Officer of Education of Besut. The study was based on the concept of leadership capacity given by Lambert (1998). According to Lambert (1998), leadership capacity act as institutional in nature as a result of the following critical characteristic which are: (i) Broad-based, skillful participation in the work of leadership. (ii) Inquiry-based, used of information to inform shared decisions and practice (iii) Roles and responsibilities that reflect the broad involvement and collaboration (iv) Reflective practice or innovation as a norm (v) High student achievement. This study was done through survey research with questionnaires as an instrument. 78 teachers were involved as respondent for this study. The data was analyzed and report in the form of min, frequency, percentage. The finding shows that the existence of staff leadership capacity and school leadership capacity are high in the selected school. Correlation analysis showed that there is a positive relationship between them but at average level. This means high staff leadership capacity level are also the height in school leadership capacity level and vise versa.
